IMPROVEMENTS COMING TO EVA KENNEDY

The City of Suwanee will undertake improvements to Eva Kennedy Road, from Stonecypher Road to approximately the Brushy Creek subdivision. The project is not scheduled yet, but likely will be undertaken before the end of the year, depending upon completion of acquisition of right-of-way easements. Improvements will include adding curb and gutter, replacing the sidewalk on the south side of the roadway, and installing three oval-shaped, landscaped islands to help reduce speeds along the road. The approximately $790,000 project will be funded through SPLOST.

The road is expected to remain open while improvements are being made, although traffic may be reduced to one lane and delays should be expected. Updated information will be posted to www.suwanee.com as the start of the project nears.

Current outdoor watering restrictions-updated!
Written by Jeremy Jones
Friday, 04 May 2007

Following the announcement by the Georgia Environmental Protection Division that no outdoor water use is allowed, Gwinnett County’s Water Resources Director Frank Stephens stated, “We fully support EPD’s decision to ban all outdoor watering, and we will follow suit.”

The level four drought is based on the most severe conditions of drought indicators that monitor reservoir levels, precipitation, stream flows and groundwater levels. Washing cars or using water for fountains is not allowed, while the rules do make exceptions for new landscapes installed by professionals for commercial businesses and construction sites.

Gwinnett County Leash Laws

DOGS

Once again roaming dogs seems to be the hot topic. This issue has been discussed not only amongst the board but at the Annual Meeting last year by Officer Hitchcock as well as numerous conversations with the management company. It seems that there is still some confusion on this issue so we will attempt to clarify the HOA's position.

The HOA has not authority over roaming dogs. Unfortunately, although it is in the covenants it is an unenforceable one. Other than a courtesy notice that on many occasions gets ignored there is nothing we as an HOA can do to make sure owners restrain their dogs. Even implementing fines will not fix the problem as in order for fines to be implemented the management company must be able to verify the violation and in many of these cases that is not possible.

The information we have received from our PACT officer is as follows:

There is a Gwinnett County Leash Law - the highlights of this law (and I am not an attorney) are that all animals must be restrained and under control at all times. This includes your own property. Many of us have used the excuse (myself included) that if the animal is on our own property there is nothing anyone can do. WRONG!!!! This is only valid if you have an invisible fence and the animal is wearing a collar. The basis for this is that even if the dog is on your property if it is not restrained it is capable of leaving the property to run after a person, another animal, etc. the quote from the county ordinance is:

10-29 - Dogs must be kept on-leash, restrained, or under control both on and off the owner's property.

Emergencies

To report an animal bite: Call 911 for medical attention first. The 911 operator will call us about the animal.

To report cruelty cases or an injured, sick, or vicious animal: call us at 770.513.5100.

Complaints

To file a complaint (barking dogs etc.):call 770.339.3200 (M-F, 8-4)

Please contact Gwinnett County Animal Control for all unrestrained animal issues.
